1. How do we know you are a legitimate licensed tax professional who can be trusted?

Answer: Bruce Kowal is licensed to practice public accountancy by the State of Texas.   The Texas licensing authority is the most rigorous in the Nation.  The Office of Professional Responsibility of the IRS has ruled that a holder of this license can represent taxpayers before the IRS in all 50 states.

2. Do you do business in my state?

Yes, although we represent taxpayers primarily in New Jersey, New York and Massachusetts.

3. How do I know if you can help me?

Answer: Call 888-IRS-0060 for a free consultation. It is necessary for us to evaluate your problem by telephone in order to determine the scope and extent of the assistance you may need. We will not accept a client unless we are believe it is likely that we can resolve your tax problem in a significant way.

4. Do I need to meet you?

Answer: Absolutely.  If you live in New Jersey we'll meet at some agreed upon place, like a diner, or a rest stop on the NJT or GSP.

5. Do you need to meet the IRS at the IRS office?

Answer:  It depends upon the type of tax problem.

If it's an Offer in Compromise, there is no personal interaction with IRS officials.  As a result, we submit all factual and legal argument in a legal memorandum. That way they must read it; it must be put into the administrative file; their manager will read it; and if necessary, it is available to be read by an Appeals Officer or the District Counsel. That memorandum forces the IRS to follow the law and apply the facts correctly.

However, there are many tax cases where it is absolutely necessary for me to meet face to face with a Revenue Agent, or a Customer Service Representative. 

Although, IRS Agents are bound by the Internal Revenue Manual, the Agents can still impact your case depending upon who is representing you.

6. What is the nature of your tax and accounting practice?

Answer: Over 80% of all of practice deals with IRS representation and intervention on behalf of taxpayers.  The rest of the practice is income tax preparation and financial statement preparation [general ledger and payroll]

7. How do we know if you will live up to your promise to provide tax  assistance?

Answer: All representations for IRS services will be represented in a contract for services at your request.

8. How much do you charge?

Answer: Fees depend on the nature of our services. We will give you an estimate of our fees during your free consultation. In some situations (e.g., an Offer in Compromise) we can often provide a fixed fee for all services.

9. How can we determine who is the right person to represent me before the IRS?  A Certified Public Accountant, a lawyer, or an Enrolled Agent?

Answer: Perhaps it is best to answer the question with a question: is it better to use someone who works with taxpayers and the IRS on a daily basis?  With someone who has passed the most rigorous and difficult professional examination of any profession?  Someone who knows how to prepare financial statements?  This is the hallmark of a Certified Public Accountant.

10. Can you help someone who is in deep trouble with the IRS, even someone who has not filed tax returns for many years or someone who cannot afford to pay their taxes?

Answer: Absolutely.  Yes, we can.  If you haven't filed, this is a serious problem.  If your conduct is willful, you can go to jail.  Call me immediately!
